Election and Referendums

We Turn Digital Election Dreams Into Reality

  • Secure and robust digital voting

  • Lightning-fast, automatic, and flawless vote counting

  • Automatically generated documentation for election authorities

  • Works perfectly side by side with traditional voting methods.

Shown here are all the components included in the EaR system: Election Master, election desk, voting booths, handheld scanner, FIPS-140 Level 3 certified USB dongle, network switch, port locks, and various QR codes.

Lightning-fast election results

Lightning-fast and error-free vote counting, featuring integrity-protected reporting to the central election authority.

All data—including Excel reports, ballot casts documented in PDF files (complete with a screenshot of each confirmed voting action), and the raw election data—is bundled into an encrypted ZIP file and transmitted to the election authority.

The password for the encrypted ZIP file is not accessible to polling station personnel.

Generic election platform

Execution of any election type with complete flexibility in combining elections and referendums. A single voting process can thus contain any number of individual elections and/or referendums.

Familiar user experience

Ballots are based on QR codes that citizens scan and confirm. This allows citizens to vote just as easily as when they use MitID.

Language independence

By default, the voting booths can be configured to ten different languages (Danish, Greenlandic, Faroese, English, German, French, Spanish, Italian, Turkish, or Japanese). The language setting can either be permanent for the individual voting booth or apply only to a single voting session, which can support citizens of non-Danish ethnic backgrounds.

The election desk can be configured to either Danish or English.

Adding new languages is easy for both voting booths and the election desk.

State-of-the-art security

All data is encrypted at all times using AES-256. The encryption key is generated in hardware and distributed via a FIPS-140 Level 3 certified USB drive. On the election desks and voting booths, the encryption key is stored encrypted under the respective device's TPM chip.

An air-gapped (traditional wired) network setup is utilized, with all wireless communication (Wi-Fi, Bluetooth, and NFC) disabled on all devices.

The network switch connecting the devices employs port security (MAC address filtering). Unused ports on the switch are disabled and equipped with physical locks.

This significantly minimizes the risk of cyber attacks.

Complete Ecosystem

In addition to the software used for voting with a handheld scanner and automatic vote counting with documentation, the solution includes the applications listed below, thereby providing a complete ecosystem for both the preparation and execution of elections.

EaRInitiator: Is installed on the Election Master, where it for each new election generates a specific 256-bit AES key. This key, along with the current software configuration for the polling stations and voting booths is distributed using a secure, FIPS-140 Level 3 certified USB flash drive.

QRGenerator: An application that generates the required number of QR authorization codes for each individual polling station. The program operates based on a constituency-specific Excel file containing the name of each polling station in the district, as well as the number of eligible voters for each station. For convenience, QRGenerator can be deployed to a central PC in each constituency.

CandidateBuilder: An application that generates ballots for each party in a constituency. The ballot is created as a Word document, which can be converted to another format before printing if desired. There must be one (1) ballot in each voting booth. The ballot allows voters to scan a QR code to cast their vote for a party, a specific candidate, or to vote blank. The data within the ballot's QR codes consists of encrypted references to encrypted files containing specific details about the cast vote. This information includes the party name, candidate name, and potentially a portrait photo of the candidate, or information indicating a blank vote. For convenience, CandidateBuilder can be deployed to a central PC in each constituency.

EarSetup: An installation program that simplifies setup at each polling station. The program installs the interconnected election desks and voting booths.

KeyMgr: A special key management utility for the secure distribution of the AES key that encrypts the election data (such as QR codes, ballots and more) and the password that protects the final ZIP file for the authorities. KeyMgr can only be executed from a secure, FIPS 140-3 certified USB flash drive.
